Experts note that the investor may face difficulties in attracting residents because of the high cost of connecting to the main engineering networks.

The company Leader Invest Group (LIG) announced the start of construction under the Novosibirsk industrial-logistics park "Leader". It will be located on the territory of 31 hectares near the village of Verkh-Tula. The volume of investments in the project is 2 billion rubles, of which 1.7 billion - residents' funds: operators of warehouse complexes, transport companies. It is planned to implement the project for 8 years.

Elena Sulimova, the financial director of the LIG, told Kommersant that it is planned that 15-20 residents will operate in the park: "An agreement has been concluded with the transport company Nisa, Sibavtotrub, Tekhnogaz and others, which we have so far can not disclose. " According to her, the territory of the park is owned by the LIG. There will be warehouses (approximate area of ​​development - 10-15 thousand square meters), car service stations, parking for road trains. The project will be implemented on the principle of greenfield (construction from scratch). "We have no plans to become a network company. Residents to the main engineering networks will be connected independently with our support, "says Elena Sulimova.

The industrial park, according to her, will become a pilot within the framework of a large-scale investment project for the development of the territory of 3 thousand hectares (owned by the group companies) in the region of Verkh-Tula. The project, designed for 15 years, also includes the creation of an ecocaster for 130 hectares uniting the village of "Siberian expanses" (the first turn of 20 hectares will be completed by the end of 2019), an eco-farm to provide the village with dairy products and a park area with a hotel and restaurant complex. Investments in eco-cluster (excluding investments in the village), the initiators of the project consider, will amount to 450 million rubles. The last stage will be the creation, starting in 2020, of the agro-industrial park "Verkh-Tulinsky" on an area of ​​500 hectares, which will house greenhouses, feed production enterprises, livestock products, and sale of agricultural machinery. It is planned that with the introduction of the industrial park "Leader" and the agricultural park, the project will be supplemented by the residential and public-business zones that will expand the borders of the village of Verkh-Tula by 270 hectares in the area of ​​the Ordynsky highway and the federal road Kochki-Pavlodar. Investments of the LIG in the project - 3.5 billion rubles., Another 9.5 billion rubles. - Investments of residents. The payback of the entire project, according to investors, is 10 years. The company noted that among the advantages of the project - a convenient transport interchange, a small distance from the airport Tolmachevo (about 30 km), in addition, the project will be implemented in a complex.

In the administration of the Upper Tula village council, they fear that the solution of the infrastructure problems of the project "will fall on the shoulders of the municipality": "The company does not undertake issues with trunk connections. We are worried that the residents will come and require the municipality to provide them with electricity and water supply, as the project is being implemented within the boundaries of the settlement. "

At the same time, the administration reported that the project is important for the development of the territory: "This is the growth of tax revenue, and jobs."

The president of the Union of Transport Workers, Forwarders and Logisticians of Siberia Sergey Maksimov believes that there is a need for logoparks in the region: "In 2013, we had a deficit of Class A and B warehouses of about 200 thousand square meters. m, with the restoration of the economy, he did not go anywhere. On the other hand, logistic complexes are usually located near large freight railway stations. " There is no railway in Verkh-Tula, but, perhaps, the park's residents are guided only by car cargo, Mr. Maximov says. Experts say that problems with finding residents can arise because of the difficulties with connecting to the main engineering networks. "Today, the approach of network companies is the same for everyone - the infrastructure is built for the money of the client. If there are no free capacities, then this load is shifted to the investor, who builds himself and the networks to his facility, and, for example, the gas distribution station, "says Sergey Maksimov. The costs, according to his estimates, can be from 10% to 100% of the cost of the investment project.

The risks of such projects are very high, says Dmitri Zharsky, director of the Veta expert group: "The ambitiousness of the project in agroproduction production is alarming, since in this case the company must produce products of very high quality, and the demand for them should be consistently high. Taking into account the competition between already established brands, success is hard to believe. " He notes that the project requires strong support from the authorities and a well-thought-out business plan both for attracting residents and for promoting the territory.
